Regulated Gambling in Canada:

CARG’S Public Interest Role

About CARG

What is the Canadian Alliance for Regulated Gaming (CARG)?

The Canadian Alliance for Regulated Gaming (CARG) is a national not-for-profit corporation representing regulated gaming organizations across Canada. Formerly the Canadian Lottery Coalition (CLC), CARG provides a forum for collaboration, policy development, public awareness, and advocacy in support of responsible, legal, and publicly accountable gambling in Canada.

A National Voice for Regulated, Responsible, and Publicly Accountable Gambling in Canada.

Canadians deserve a gaming environment that protects consumers, supports player well-being, and serves the public interest. The Canadian Alliance for Regulated Gaming (CARG) advocates for policies that advance responsible gambling in Canada, strengthen consumer protections, and promote clear, enforceable regulatory frameworks. Working with governments, regulators, industry stakeholders, and the public, CARG engages on issues including responsible gambling, illegal online gambling, advertising, and legal clarity for Canadians. As gaming products, technologies, and licensing models continue to evolve, the Alliance supports policies that enhance player safety, strengthen accountability, support effective enforcement, and maintain public confidence in regulated gambling. By supporting strong policies that serve the public interest, CARG helps ensure gambling benefits communities while protecting those who participate.

Our Vision

CARG envisions a Canadian gambling environment where consumers are protected, illegal gambling is effectively addressed through strong regulation and enforcement, and legal, accountable gambling delivers benefits to communities and the public interest.

Canadian Gambling Laws and Regulatory Framework

CARG works to improve legal clarity by helping policymakers, regulators, and stakeholders understand Canada’s gambling frameworks, the role of publicly regulated gambling, and the importance of consistent, enforceable rules that distinguish legal gambling from illegal and unregulated activity.

Player Protection and Illegal and Unregulated Gambling

CARG advances consumer protection by raising awareness of the risks of unregulated gambling, supporting enforcement efforts against illegal gambling, and advocating for policies that direct players toward safer, accountable, and legally regulated options.

Our Members

CARG is led by publicly regulated gaming organizations from across Canada that share a commitment to safe, accountable, and well-regulated gaming. These founding members bring together decades of expertise in responsible gambling, consumer protection, regulation, and public policy to advance the Alliance’s mandate. As membership expands, CARG will welcome additional voices from across the regulated gaming ecosystem, fostering collaboration and informed dialogue while remaining grounded in the public interest.
